The study will explore users' interactions with features mandated by the Digital Services Act (DSA) on selected online marketplaces designated as Very Large Online Marketplaces (VLOMs).

The study should cover user interaction with mechanisms under Article 16 (notice and action), Article 30(7) (trader information), and Article 31 (compliance by design) of the DSA.

This report will be empirical in scope. It is intended to produce observational data on user behaviour and experience, rather than legal assessments or compliance determinations, which remain the exclusive responsibility of the European Commission. Results are expected to be presented per platform and not intended for cross-platform comparison or ranking.

  • Data collection: gathering evidence and data on the real user interactions with DSA-mandated features on selected VLOMs, and proposing a methodology for the structured, comparable data collection and analysis.
  • Presentation of results: providing a structured presentation of the observational data collected, together with the supporting documentation, and a description of the methodology used.
  • The 8-month contract has a maximum value of EUR 400 000.
