OSHA/2026/LVP/0027-EXA - Data review, update and statistical analysis of OSH indicators – Low value procedure

The European Agency for Safety and Health at Work (EU-OSHA) plans to launch a negotiated procurement procedure for data review, statistical analysis and data visualisation services supporting its forthcoming report, “OSH in Europe: State and Trends”. The new report will update the evidence presented in the 2023 edition and examine how major transformations in work are reshaping occupational safety and health (OSH) in Europe. The contract will cover three complementary tasks: 

1. updating the quantitative evidence used in the 2023 report; analysing newly available data, comparing them, where appropriate, with previous comparable waves or reference periods; 

2. Identify relations between indicators, trends and discuss areas of improvement, concern or stagnation and 

3. selectively extend existing analyses at a broader context of megatrends, where further work would provide clear analytical or policy added value. The contractor will not be required to draft the complete report or collect new primary data. 

The contractor will identify and map the statistics, tables, figures and findings included in the 2023 report and update them using the latest suitable evidence. A traceable crosswalk will link each item in the previous report to the corresponding updated source, figure or analytical result. Existing reports, tables, syntax and validated findings may be used as the starting point; adequate analysis should not be repeated from scratch. The analysis should consider among others, changes and challenges for OSH in the context of digitalisation and artificial intelligence (AI), climate change, labour-market change, job quality, competitiveness, market structures and geopolitical dynamics.
