Following an external recruitment process, the Bank of England (the Bank) has appointed Carlos Conceicao and Alexander Justham as members of its Enforcement Decision Making Committee, with effect from September 2026.
The EDMC is the Bank’s decision-making body for contested enforcement cases in the statutory regimes the Bank operates in relation to prudential regulation, financial market infrastructures, resolution, securitisation, wholesale cash distribution, critical third parties and notes issuance.
David Roberts, the Chair of the Court of the Bank of England, said:
“I am delighted to welcome Carlos Conceicao and Alexander Justham to the Enforcement Decision Making Committee. Carlos will bring significant experience of the regulatory and enforcement processes from both a legal and regulatory background. Alexander will provide the EDMC with the practitioner experience and perspective that is so important to understanding complex cases. Together these appointments will ensure the EDMC continues to have the skills and experience to make judgments on contested enforcement cases.”
Carlos Conceicao is a qualified solicitor and barrister. From 2007 to 2025, he was a partner at Clifford Chance LLP, leading its global regulatory disputes and investigations practice. He has also worked at the Financial Services Authority as a lawyer in public service and as a criminal barrister. In January 2026 he was appointed as a panel member of the Bar Tribunal and Adjudication Service.
