Deadline to submit contributions: 6 November 2026 The European Commission has invited BEREC to assess the functioning of the market and to provide its views on the regulatory framework, including the transition towards the application of the principle that retail prices for regulated intra-EU calls and SMS should not differ from domestic retail prices from 1 January 2029, subject to the applicable technical conditions. This exercise supports BEREC’s work in the context of the European Commission’s review of Article 5a of Regulation (EU) 2015/2120 laying down measures concerning open internet access, as amended, concerning intra-EU calls and SMS. With the input received, BEREC will prepare its Opinion on the review of the regulatory framework for regulated intra-EU communications for the European Commission. BEREC invites all interested parties to submit input via EU survey by 6 November 2026. We kindly ask you to provide clear and concise input and, where possible, to support your views with data, evidence, examples, or market experience.
