Regeringen ger Trafikverket i uppdrag att analysera de framtida kapacitetsbehoven i järnvägssystemet på och kring Stockholms centralstation och utifrån analysen lämna förslag på kostnadseffektiva åtgärder som kan åtgärda eventuella framtida kapacitetsbrister i järnvägssystemet i och genom Stockholm.
