New gender-neutral job evaluation model to support assessment of value of work

The Ministry of Social Affairs and Health has published a job evaluation model to help organisations assess what constitutes equal work or work of equal value. The EU Pay Transparency Directive requires Member States to make available and easily accessible to employers analytical tools or methodologies that support and guide the assessment and comparison of the value of work. Thus, the new model will support the national implementation of the Directive.

The job evaluation model was commissioned by the Ministry of Social Affairs and Health, and it was prepared by Johanna Maaniemi, Doctor of Science (Technology), and Harri Hietala, Master of Laws with court training, with support from a tripartite steering group. The new model does not replace existing job evaluation systems but offers one feasible approach alongside them.

Model can be used for establishing job classifications and conducting pay analyses, among others

The job evaluation model can be used when establishing job classifications, reviewing pay structures and conducting pay analyses of the work of equal value. 

The following six factors or criteria are used to assess the value of work: skills; responsibility and effectiveness; interaction; problem-solving and autonomy; psychosocial effort and working conditions; and physical effort and working conditions.
