Ministerial Finance Committee endorses aid to Metsä Fibre for biogenic carbon capture

At its meeting on 3 September, the Ministerial Finance Committee voted in favour of a commitment that would allow the Ministry of Economic Affairs and Employment to grant EUR 21 million in investment aid to Metsä Fibre Oy, if it so decides. No decision on the matter has been made yet. The Ministry of Economic Affairs and Employment will shortly prepare the decision for the approval of Sari Multala, the Minister of Climate and the Environment.

The aid endorsed by the Ministerial Finance Committee would be allocated to a planned biogenic carbon capture plant in Rauma that would have a capture capacity of 100,000 tonnes per year and investment costs of EUR 70 million. Carbon dioxide would be captured from the flue gases of Metsä Group’s Rauma pulp mill. The captured carbon dioxide would be further delivered to produce renewable electrofuels. Later, the solutions from the plant could be scaled up and replicated for other similar projects.

“One of the priorities of the Government’s climate policy is to develop solutions that reduce emissions and capture carbon from industry and energy production. Finland needs leading innovators to develop industrial-scale projects, which in turn will help promote the implementation of more large-scale capture plants in future. The project endorsed by the Ministerial Finance Committee is exactly the kind we need,” says Minister of Climate and the Environment Sari Multala.

In all, the fixed-term investment programme included in the Government Programme reserved EUR 90 million for projects related to the capture of biogenic carbon dioxide. The Ministry of Economic Affairs and Employment received eight applications for investment aid by the deadline of 31 March 2026. All final aid decisions will be made by Minister Multala.
