A meeting on combating the shadow economy and illicit trafficking of precious metals was held under the chairmanship of Deputy Prime Minister and Minister of National Economy Serik Zhumangarin, as part of President Kassym-Jomart Tokayev's instructions to ensure the transparency of economic processes. Participants reviewed the progress made in reducing shadow economy activity, digitalizing economic processes, and strengthening oversight in specific industries. Particular attention was paid to the situation in the jewelry market and proposals for its further legalization. According to the State Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan, over the past five years, 24 regulatory legal acts have been adopted and 20 information systems have been modernized to combat the shadow economy. The share of the non-observed economy in GDP decreased from 17.58% in 2023 to 15.69% in 2025, or by 1.89 percentage points. Digitalization and integration of state information systems remains one of the key tools for reducing shadow economy activity.
