Mr. President, Excellencies, colleagues, and friends. I was born in Nova Scotia, on Canada’s East Coast, and grew up there, the daughter of immigrants. Nova Scotians all know the same thing: the tide does not wait. You must move with it. The tide has turned in the global order as well.
