SevisPass Agent Mode Now Available for Wider Access, Bougainville Team Briefed on Expansion

The Department of Information and Communications Technology (DICT) has demonstrated the SevisPass self‑registration and Delegated Agent Mode features to staff from Bougainville as part of ongoing discussions to expand digital service access in the region.

The session was held last Thursday with officers from the Office of the Regional Member for Bougainville, Hon. Peter Tsiamalili Jr. The team was shown how citizens can register for SevisPass on their own, as well as how authorised agents can assist users through the Delegated Agent Mode.

The Delegated Agent Mode, built into the SevisWallet app, enables authorised agents to register citizens who may not have access to a mobile phone during the initial enrollment. Once a citizen obtains a device, they can log in and take full control of their SevisPass, ensuring both accessibility and long‑term ownership of their digital identity.

The mode also supports bulk onboarding, allowing agents to register multiple users efficiently—an important capability for communities where mobile device access may be limited.

DICT’s team, led by Ms. Nancy Kanasa, SevisPass Stakeholder Coordination and Onboarding Lead, also demonstrated the standard self‑registration process for citizens who already have access to a smartphone.

The two registration options were presented as possible ways of reaching more citizens and supporting the introduction of SevisPass in regions.

Members of the Member’s Office who took part, included Scott Francis, along with Alvin Lockany and Ignatius Wamma from the NID Office under the Member’s Office programme.

The discussions also looked at possible use cases for SevisPass in Bougainville, including linking digital identity with services that provide practical benefits to citizens.

The National Identification (NID) programme’s engagement with Mama Bank was identified as one example, where NID has been used as a requirement for accessing financial services, including loans.
