Proactive preparedness is key to Finland's security and resilience
Disasters Classified by Officially
The Ministry of the Interior has published a policy outlook for the next government term. Public officials emphasise that the changed security environment calls for proactive preparedness, strong internal security and long-term development that extends beyond electoral terms. The outlook sets out the public officials’ views on developments and challenges in internal security, preparedness and migration and on the measures needed to address them.
Threats to security are becoming increasingly serious, diverse and international. Changes in the international security environment have a major impact on Finland’s internal and national security.
“Ensuring security and societal preparedness is a choice. Maintaining internal security is one of the government’s most important duties and a prerequisite for public trust. Ultimately, the security of society enables growth and makes Finland a stable environment for investment,” says Permanent Secretary Matti Sarasmaa.
Preparedness must be strengthened at all levels of society
The policy outlook highlights the importance of proactive preparedness at all levels of society. Warning and protecting the population, safeguarding critical infrastructure, and being able to maintain functions vital to society are key prerequisites for comprehensive security. People must also be better prepared for incidents. This requires more communication about civic duties and ways to maintain independent preparedness.
Cross-border crime and instrumentalised migration must be combated by maintaining strong border security at all borders and safeguarding maritime safety in all situations. As the security environment changes, legislation and authorities’ powers must keep pace with evolving threats. Intelligence, situation awareness and analysis play a key role in supporting decision-making and authorities’ work.
Changes in crime and growing regional disparities must be addressed
