Ministerial Committee on Economic Policy discusses progress on Finland’s national and regional partnership plan

and regional partnership plan Preparations for Finland’s national and regional partnership (NRP) plan for the EU’s next funding period are currently under way. On 20 October 2026, the Ministerial Committee on Economic Policy endorsed the Ministry of Finance’s proposal on the starting points, guiding principles and fiscal parameters for the NRP plan.

The structure of Finland’s NRP plan and the allocation of funding under the plan will be prepared as a single coordinated package. The objective is to focus funding more clearly on selected priorities, simplify funding structures and enhance flexibility, including by financing larger and more integrated programmes. 

The preparation of the plan will take into account the thematic priorities set out in the NRP regulation (43 per cent for the climate target, 14 per cent for the social target and 10 per cent for the rural target) and leave room to utilise the planned flexibilities.

The plan will be divided into five themes. The thematic chapters will present national and regional reforms as well as investments, investment packages and other measures in the following areas:

• clean transition (energy and climate), environment and accessibility;
• agriculture and fisheries;
• RDI, expertise and SMEs;
• security, defence and migration; and
• young people, social cohesion, employment, wellbeing and justice.

If necessary, each thematic chapter will include subchapters and regional measures. The subchapters will highlight a variety of horizontal themes, including competitiveness and digitalisation. The regional and rural (incl. archipelago) development measures and urban development measures set out in the thematic chapters will also be presented in a separate annex.
