Announcement

The Government is proposing a new act on the administrative approach to combating organised crime. The proposed act would lay down provisions on a new centre for the analysis of organised crime and its tasks and powers. Its objective is to weaken the operating conditions of organised crime. The Government submitted the proposal to Parliament on 22 October 2026.

The proposal aims to protect society and individuals from serious and organised crime by enhancing information exchange and analysis and by strengthening the administrative approach to combating organised crime. The new legislation would help prevent criminals from exploiting society’s legal structures, such as businesses and public finances, for criminal purposes. Effective cooperation would make it easier to identify organised crime in administrative processes, including permit procedures and calls for tenders.

The aim is to make Finland a less attractive environment for international criminal groups. The proposal is based on the Government Programme.

“Organised crime is becoming more widespread, more serious and increasingly international in Finland as well. The new act will ensure that authorities can make effective use of information on organised crime in their efforts to combat it,” says Mari Rantanen, Minister of the Interior.

New analysis centre to combat organised crime

The proposal includes the establishment of a centre for the analysis of organised crime. The National Bureau of Investigation would lead the centre and be responsible for directing, coordinating and developing its activities. The participating authorities would include the police, Finnish Customs, the Finnish Border Guard, the Prison and Probation Service of Finland, the Finnish Immigration Service, the National Enforcement Authority Finland, the Finnish Tax Administration, the Finnish Transport and Communications Agency, the Finnish Supervisory Agency and the Social Insurance Institution of Finland.
