Announcement

On October 23, 2026, the Asia GX (Green Transformation) Consortium (AGXC) convened its Third High-Level Meeting in Manila, the Philippines. Participants included the Financial Services Agency (FSA), the ASEAN Capital Markets Forum (ACMF), ASEAN Working Committee on Capital Market Development (WC-CMD), the Asian Development Bank (ADB), and financial institutions operating across Asia.

The AGXC Work Plan 2026 centered around the following agenda:

  • Enhancing the Practical Utility of ASEAN Policy Frameworks: To identify the common ground and the gaps between ASEAN policy frameworks and Japanese practical experience
  • Development of the ASEAN Transition Plan Handbook: A Practical Guide for Enterprises and Financial Institutions (Handbook)
  • The AGXC Annual Report 2026 and the Handbook, both key deliverables under the 2026 AGXC Work Plan, were launched at the meeting. Developed by the ADB in partnership with the AGXC, the Handbook provides practical guidance to support enterprises in developing credible transition plans and financial institutions in assessing them. Drawing on discussions within the AGXC and input from its participants and stakeholders, the Handbook aims to advance transition planning practices and adoption across ASEAN. Building on these efforts, participants also exchanged views on future priorities for further promoting transition finance in ASEAN.

The AGXC Annual Report 2026 is attached below.

The Handbook is expected to be published separately by ADB in due course. Related information will be added to this page once it becomes publicly available.
