More than 200 views received on priority procedure for electricity network connections – legislative drafting to continue

More than 200 comments were received by the deadline concerning the draft act introducing a priority procedure for connections to the electricity network. The Ministry of Economic Affairs and Employment will continue the preparation of the draft act on the basis of the feedback. In addition to the act currently under preparation, a working group will assess future legislative needs and propose measures in spring 2027.

The demand for electricity network connections has increased significantly as a result of electrification, growing renewable energy generation, new types of electricity consumption and increased electricity storage capacity. Occasionally, electricity networks have become congested despite their ongoing development.

The draft act aims to ensure the appropriate and efficient use of the electricity network capacity between competing needs in situations of scarce capacity. The legislative proposal is expected to be submitted to Parliament in December 2026.

Working group to assess ways to improve electricity system capacity and connection conditions

In addition to the government proposal recently circulated for views, the Ministry of Economic Affairs and Employment has identified a need to further develop electricity market legislation. For that reason, the Ministry has appointed a working group to examine whether stricter conditions could be applied to new electricity network customers in order to steer them towards certain locations and increase electricity production, storage and demand response.

The working group will assess ways to ensure sufficient electricity generation and transmission capacity and the efficient and fair use of available connection capacity in a context of rapidly growing electricity consumption. The measures would help ensure that the price of electricity remains competitive. The assessment must take into account the competitiveness of Finland’s investment environment and the requirements of EU legislation.
